My current projects study how institutional reforms reshape screening, financing, adjudication, and risk transmission under imperfect state capacity.
This paper examines a recentralization reform where environmental review authority shifted from county to city governments. We find that instead of simply strengthening capacity, the reform reorganized local protectionism and created selective intermediary chains that retain low-visibility compliance problems.

Identifies insurance capital as a shadow financier for local government debt. Using a granular Bartik IV based on liability-side regulatory shocks, I show that insurer yield hunger compresses LGFV credit spreads.
